If he is from a mental hospital, you should notify it and change your number. Maybe even to a unlisted one. Also, did you meet HIM 12 years ago or your FRIEND? because if you did meet him then he went to the mental hospital, how would he know how you look? Maybe you should try to visit him and ask why he calls you and if you like him ask when he is getting out.

If he's in a mental hospital, there is obviously something wrong with him. He could be dangerous, you don't know. Thats why I'd suggest getting the number blocked or change your number or find some way to prevent him from reaching you. You never know what he could do, and its better to be safe than sorry.
