I think you should re-check the whole paper. Maybe the writer meant to have a period (.) after broken, and "in" is the first word in the next sentence. Otherwise, the sentence you gave made no sense. Well at least to me..

The saying goes isn't broken in. Meaning new and hasn't got the bugs out yet or with like a car new parts getting a little wear so they run looser and more as one part instead of a whole lot of individual parts

Me neither. That sentence doesn't make sense in English.
If they said "was still broken into" that would mean it had been robbed.
If they said "was still getting broken in" that would mean it was still getting settled and established as a shop. No one would say it like that, though.

It sounds like it needs a 'being' after still. Broken in probably means that they're still not comfortable yet and it still seems new...kinda like when you get a new pair of shoes...and they're still new looking and stiff, even though you've worn them a few times.
