You can substitute baking soda and cream of tartar. 1 teaspoon baking powder = 1/4 teaspoon baking soda plus 1/2 teaspoon cream of tartar.

Do you have baking soda? You can sub it in a pinch.

If you have cream of tatar you can make baking powder:
Simply mix two parts cream of tartar with one part baking soda.

Otherwise you can, though it doens't always work, add about 3/4 of the amount of baking soda for the powder BUT you must add something acidic. Such as vinegar or lemon. White vinegar leaves very little taste, but sometimes a smell. Lemon is of course tasty (or lime, or orange)

Use about of the amount of baking soda called for, less for vinegar, more for less acidic orange juice.

baking soda or soda water or a small amount of cream of tarter.
Add more sugar... But if they don't rise, you will have a cookie called tea cakes, wich some people like a lot.

Maybe your flower is self-rising then you won't need baking powder.
