I plan to bring with me 1 piece of M6 oxygen cylinder tank with 0-8 LPM click style regulator. It's an empty tank. Can I take this in my check-in luggage? I will travel to the Phils.

It's not Customs you need to worry about -- it's the Transportation Security Administration (TSA) that regulates that. Usually, required medical equipment is allowed on planes, but since we're talking about an oxygen tank (which can be VERY flammable) I'm not 100% sure they'd allow you to take it. Best thing to do is check the TSA web site (http://www.tsa.gov/)

In addition to the TSA, you need to check with the airline you will be traveling on. Some airlines will not let you bring oxygen on board.... even an empty cylinder could be problematic with some airlines. Again check with your carrier... the rules do differ from one airline to another.
