They search airline websites as well as search engines (e.g. Orbitz, OneTravel, Travelocity, etc.).
I always use them; however, if you get a deal through them that's at Orbitz, if it's all on one airline, go to that airline's website, and see if it's cheaper there. There may be a difference of +/- $5-10.

There are so many different airlines that fly from NY to Chennai... and many of these airlines do not publish fares on the regular websites but rather sell them through ethnic travel agencies that cater to people who travel regularly to India.

Try looking at newspapers that advertise this fact or go to indo-american neighbourhoods to and pop into any travel agencies there who will be able to help you.

Notably from NY, good fares can be had with KLM, Air France, British Airways, Lufthansa, Swiss...or Air India!
