NO they are not...
The Dutch Antilles are off South America's North coast actually the coast of Venezuela.
The Falklands are down South next to Argentina.
Chavez is out to embarrass the USA... besides I have trained with the Dutch Marines and anybody would be a fool to try and toss them off their beach paradise.
