It is a policy adopted by each airline in their Standard Operating Procedures to have the window blinds fully open on takeoff and landings. The reason behind this is because if an accident were to occur, the likelihood would be it would happen during takeoff and landing - having the window shades open allows the passengers and flight crew to asses what the outside conditions are after the accident as well as allowing the first responders to asses the situation in the aircraft.

Thats a basic rule onboard all airlines. If your blinds are fully down and the cabin is dark your eyes will get used to the least amount of light and incase of an emergency if the passengers have to evacute then it will take a few seconds or minutes for the eyes to get to the amount of light outside. So therefore all the blinds should be open during take off and landing.

They do this because most accidents occur during takeoff and landing. You need to see what is outside if there is an accident and you need to exit quickly. Also at night they do this so they can see in the cabin if anything happens, fire etc. Mainly it is for your safety. If there is a fire outside you exit on the other side of the plane etc.

I asked a flight attendent once.. and she said she didnt even know for sure.. but thought it had something to do with the fact that people are more comfortable and it eases people with fears of flying.

Im not sure why that would be be. Airlines have many stupid rules and policies that no one really can understand.
