Most (probably all) taxis do not come equipped with child safety restraints or seat belts. Can a mother (or parent/guardian) legally travel in a taxi with her baby?

Taxis...or is that Taxii, are treated no differently when it comes to laws than a bus or subway. So yes, it is legal.

I believe that you can travel in a taxi the same as a bus, without a carseat.
They fall under the same laws as a bus, I guess since most taxi travel is short distance.

I personally would rather take my own carseat with me and strap my baby in.

Same as other answers...If you dont have a car seat for a taxi then take the bus.

Taxis are exempt from the child seat requirements. They do have seatbelts, however. If you want your child in a safety seat, it's up to you to provide the seat and intsall it in the cab.

No, but yes they can if they have a car seat or you carry a car seat along...but no seat belts in the taxi then it is a no.

yes with the infant seat,unless you get a driver who refuse to carry your baby w/the seat(some cabs are indenpendly owned and willnot pick you up ,make sure when you call a cab let them know you have a infant seat so they won't do a shared cab ride.
