Tango a code word for terrorist. Tango is "T" in the phonetic alphabet.
In Vietnam, it was Victor Charlie (or Charlie for short), which is code for Viet Cong.
Phonetic alphabet:

Sky Shark has it on this one, kind of.
Tom Clancy's Rainbow Six is a classic video game that included many super realistic anti-terrorist missions. The characters refered to the terrorists as "Tangos" (t is tango in mailitary radio speak). The term caught on and many real soldiers use it as slang.

that usually comes from video games. i've never heard of anyone in my units or training ever call the enemy a tango. a tango doesn't describe anything at all and just adds confusion. we've called out things like sniper, armor, enemy, rpg, etc...

While "Tango" does not specifically refer to enemies; on the field of battle, your enemy is usually a target.
