I have this border that I need to remove from the wall... it has been painted off and is very hard to remove without damaging the wall.. any suggestions??

Score it well with a paper tiger. Using a sprayer filled with Hot water and Fabric softner spay it leave for 10 mins spray again and scrap off with a sturdy putty knife. There will be damage, using drywall compound to fill the damaged areas sand prime twice and paint usually 2 finish coats
TIP: I do this sort of thing for a living. Time is money, I use a garden sprayer, and lots of drop sheets on the floor. Fabric softner is cheap and works just as well as any wall paper stripper out there.

I've had to remove tons of wallpaper in my house, and there's always going to be some damage when it comes off. I've minimized it by renting a wallpaper steamer from Home Depot, which basically loosens the wallpaper by steaming the adhesive used. Paint on top of the wallpaper might make it harder (and messier) to get off, but I'd still try it. Good luck.

handle it like painted over wallpaper. get a scoring tool and scratch it up good. rent a steamer and use a scrapper to remove it. it will be messy work so put down drop clothes on the floor. when you get the paper off use a scotch brite and paste remover and remove all of the old paste. if any paste is left behind it will cause problems when you repaint. good luck.

Try using a steamer to remove it. You may have to do small section at one time. Once the area is heated with the steam, use a thin bladed scraper to help peel off the border. Good Luck!

Since you painted over it, the wet rag is probably not good idea... you might have to use paint thinner to get back down to the border and then use that green gel walpaper remover stuff.

try placing a moist but not real wet wash rag over it and then an iron over low heat over that
