First of all a pit bull is a people dog.....that means he wants to be with you all the time. If he is howling when you put him out it is because he has never gotten use to being left alone outside for any period of time. There is absolutly no good to come of punishing him for what you probually taught him as a pup. Meaning that when he was little you probually walked him and played with him and now that hes bigger you think he can handle being outside by himself even for only 15 20 min. But he is saying hey i wanna play with you. You need to try and set time aside to play with him outside. When you take him out throw a ball or stick or frizbee for about 5 min then walk inside for five min. if he does not whine or howl come back out and play again for five min repeat this for a week then up your inside time to 10 min play still at 5 min. this teaches him that you will always come back. if he howls or whines go out and pet him and love him then try it again. It takes time but he will learn that being out without you is not always a bad thing.

Is he a pit? Or are you asking if he is a pit?

Well either way, you need to discipline. No yelling back, he'll think you're barking with him. Take a spray bottle and spray him with it while saying a firm "NO". Look at him in the eyes, don't break eye contact unless he does first (this lets him know you are boss). He might give you a weird look, but keep at it.

If the spraying does not work, lightly smack him on the bottom. Look him in the eyes and say "NO". If he does not stop, take him inside and put him in the crate until he calms down. It may take some time but it is worth it!

your dog is calling u. I had a husky wolf mix that did the same thing when I would leave. As soon as I talked to him he would stop, look my way and wag his tale. Just talking dog talk to u saying it needs you.

You can try to distract him, if he knows how to fetch, maybe throw a ball in front of him. If nothing else, grab his collar and bring him indoors.
