The "dolphins" are probably the Submarine Warfare Insignia, to indicate that they are qualified submariners.

As for the wings, there is several types: Navy Aircrew, Navy Aviator, Navy Flight Officer, Air Warfare, and Navy Aviator Wings.

I am not in the Navy, but in my career field, I work with people from all the U.S Armed Forces.

Dolphins are submarine personell, and wings are for naval aviators, wich means he can serve on a sub or fly planes.
