When I got my new flagpole, the guy who installed it said that, for regular, everyday use, I should fly a flag which ahs a long dimension no larger than ¼ the height of the flagpole. For a 20' flagpole, then, you shouldn't fly anything larger than 3'x5' on a daily basis.

On special patriotic holidays (Memorial Day, Independence Day, Veterans' Day, etc.), if the weather is calm with no more than a light wind, you can fly a larger flag (5'x7'), just don't try it every day.
