I was having same issues which led me back to my past when I was diagnosed with bipolar disorder. It started getting worse as I got older and when I went to b tested for some of same issues was told again bipolar . I normally am more manic than anything . Which means Im hyper can also relate to adhd in adults . First thing first get blood results done by Dr to make sure all that Is good if u really wanna get into it. If not u do have to try to relax.I dont like taking meds so it hasn't been easy for me to find something that quite works right . good luck

It could mean that you are not getting your proper nutrients or you have been going without eating proper nutrients for a while, not getting enough rest, or you could have low iron. Did this person ever had problems with their iron being low? There are a lot of things that can trigger these symptoms. Go see your primary health care provider and get some blood work done, and go from there or try getting all your food groups in daily, take multivitamins daily, read a book for 30 mins daily, and exercise daily for 30-45 mins. Hope this helps.

Start with a general practitioner or family doctor and let them decide if the person needs a psych eval. It could be a physical problem. Good luck!

I suggest their primary care physician who may refer them to a neurologist - sounds like symptoms of a stroke or early alzheimers.
