Potty training my now three year old was a long and grueling process. I was pregnant and knew that I had to get the older one out of diapers before i started spending money on the nb diapers. So, during the day (i'm a stay at home mom) I let her run around in nothing but her panties so that she knew right away when she wet. I took her to the bathroom with me and we made a game out of it. We sang a little song and did a dance all the way to the potty. When I finished I jumped up peered into the toilet and said "YAY! I pottied like a big girl!" and clapped for myself then I ate a cookie...my daughter eventually caught on to this routine that if mommy pottied she ate a cookie. One day she just ran into the living room proudly holding her potty full of pee-pee and asked very excitedly "can I have a cookie now?"

If you are sure she knows how and is just manipulating you, I would the three year old down and giving her a stern "this is the message." Tell her very plainly that you know she is capable and you expect that she will use the toilet, that she is playing baby games and you are tired of it. Let her know that her behavior toward her sister is unacceptable. Tell her that she is going to wear big girl pants and if she wets them or herself she will immediately be put into time out with no toys and no entertainment, AFTER she cleans up her own mess. I have a sneaking suspicion that after about two rounds of that, she'll get on board.
Also tell her that her friends don't want to play with her anymore until she can go to the bathroom. Hey, a little psychology never hurt anyone. You might take her to a Sunday school class or somewhere and say "that looks like fun, but they don't let in babies in diapers."
If she honestly doesn't know how, get the book "How to Potty Train your Child in 24 hours" You'll have to go the store and find a doll that wets.
Separate the two, working on the oldest one first.
It will take all day, one day but it works.
Obviously you need to begin to discuss (and inflict) punishment with the oldest. If this jealous behavior continues it could be much more serious. She has you around her little finger and if you cannot feel your chain being jerked, then you are in trouble later.

I have a 3 year old girl going on 4 soon, as you do and I started training her like when she was 2 but i didn't get serious about it not until few months after and it really drove me crazy most of the times. She was 3 and 1/2 when she finally got it and I think it was the best thing that ever happend because if you think that I was grateful about it! my pocket and bank account appreciated even more. It is a challenge and it takes a lot of time and patient, I tried different methods and I know it may sound crazy but everytimes I had to go I'll take her with me. I told her that diapers were bad and everytime she did #1 or 2 i'll make it look like the most nastiest thing ever by making ugly faces and talking to her about it, I showed her the dirty diaper too and even touch her belly or lower back asking her which one did she felt like doing. I realized that she didn't like to see the dirty diaper so from there she would grabed me by the hand and take me with her, oh! and everytime she did #1 or 2 we basically almost had to throw a block party to show her what a good job she had done. Try it, it might work for you too and talk to then, tell then that there is nothing to be scare about and explain to the older one that by crying and freaking out it's not helping her or her younger sister, tell her that she have to be a good example for her younger sister, tell them that they are big girls and that diapers are only for babies, trust me! that's one of the worst phrase they want to hear you know that they don't like to be call a BABY! because they say that they are big girls or big boys. So just be patient and talk to them they will understand it takes a lot of words and grammatic courses! but they'll get there.

I would just get rid of the diapers. Also, take the to the bathroom frequently throughout the day so they can "try". Do this especially after a meal. Ask them frequently if they need the "potty". Reward them with praise and a piece of candy when they do it. They will love the attention. Also, when they do wet themselves wait for them to approach you and make them ask to be changed. They will not enjoy being wet. Do not scold them, but after they ask to be changed tell them that they are dirty and need to be changed. Remind them to use the toilet next time and make sure you give them time to sit on the toilet even after an accident.

Well I took the diapers away and said these are your big girl panties. When she got wet, I said well you have to changed your whole out fit because you didn't go to the potty. Just get the toilet seat that goes over the big toilet and a little stool.
It took 2 days then she stayed dry.
