These steps must be followed before you apply for a work permit:

An employer must first offer you a job.
HRSDC must normally provide a positive labour market opinion of your job offer. However, some types of work are exempt from this process.
After HRSDC confirms that a foreign worker may fill the job, you apply to CIC for your work permit.
To get a work permit, you must fill out an Application for Work Permit. A work permit is issued if the application is approved.

You cannot immigrate with a work permit. If you want to come and live in Canada as a permanent resident based on your work skills or experience, see if you qualify for the Skilled Worker Program.

1) You need to go to the Government of Canada website to find out about the immigration process.

2) You need to find out if your educational requirements will be accepted by Canadian employers. Engineering is a competitive field here, populated primarily with people who have degrees from Canadian universities. Canada is kind of snobby about what qualifications they will accept. Those from recognized universities in Canada and other Commonwealth countries, Europe, the UK, and the US taking precedence. However, there are lots of foreign students studying here, and coming over here on a student visa might be your safest bet in terms of getting a foot in the door professionally. It's expensive, but it will pay off in the long run.

You need help on English.

But to immigrate to Canada you'd have to establish yourself before you even get there...and that is difficult unless you marry a Canadian. In Canada you cannot work there unless you have established residency...heck I'm a Canadian and I would need to obtain a worker's permit or either live there.

Anyways, immigrating to Canada is not as easy as people make it sound...my friend has been trying for years but the government won't take him unless he's already established himself out there...which basically is the same principle of going out on a job interview and everyone saying you don't have the experience so we cannot hire you.

first of all, it depends where you're coming from. You need to discuss it with the Canadian Embassy. But from Canada's side, it takes more to just having an Engineer diploma. You need certain amount of cash, and a whole other things that the embassy can tell you. They change rules and laws frequently. And let's not forget to mention the things you need to do for the country you're coming from to allow you into canada as well. It's not easy.

It depends on WHERE in Canada you'd like to go. It's a lot easier to go to Quebec if you manage French, because they're actually looking for engineers.
Check out the government website (link below) and take the test to see if you fill the requirements. They're actually waiting for people to go there. It's very cold during the winter but the city is fully equipped.
