It should state your intention, what led you to your intention and how your actions will change something for the better. I mission statement is the opportunity to convince someone else of something. The better your write it, the more likely you will be to have others join your team!

How will it help the homeless.
i.e Housing For Homeless, blankets for the Homeless, Tarpaulin for the Homeless.
Thats is your mission statment.
Now you can identify the How and the When.

be sure to include your purpose for the agency existence, how they plan to enforce their service and to what audience, and the outcome of service. that is a mission statement. purpose, enforcement, outcome
