It's not that easy to get a cab in New York, but I don't think they pass by black women - many do pass up young black men.
If you don't want to stand on a corner and wait for a cab, call a car service - they are not permitted to pick up random passengers in the street and they give you a set rate up front- you're not at the mercy of a meter (the meter keeps ticking away, even if you're stuck in traffic or stopped at a light). A car service usually costs less than a yellow cab (you tip the driver at the same rate).

My wife and I love NYC. Most of the hotels will hail you a cab if that is the way you wish to travel. I would suggest getting a Metro card and using the subway or busses. They run on time and most of New Yorkers are more than willing to help you get on and off at the right stops. We spent two weeks and only took a cab once and only then because we were not sure where the theater was off broadway. Walking is also a pleasure around Times square. As for being a black woman or feeling unsafe. I noticed that New York is full of great folks all willing to help. There are also many fine police officers on most corners who will help you along your way. We spent a lot of night time hours riding the metro system. So get your best deal on a hotel and have a blast. The city never sleeps. And again the only rude people I found in NYC were the tourists.

Black men (especially younger guys) have have that problem way more than any woman would ever have! I'm white and I've gotten in fights with cab drivers before because they refused to take me and my white female friend because we were with a male friend who was black (the guy is a model and does NOT look threatening!!) I've seen plenty of cabs drive right past black guys and stop in front of the white people so it does happen. I've never noticed a cab drive past a black woman unless they were with black men. But, for the most part, any woman has an easier time getting a cab.
A lot of cab drivers have issues with 'bad' neighborhoods and a lot of those are traditionally black. They may refuse to take you somewhere late at night (illegal, but they do it) but that's less of a racist thing against you and more of a racist thing against the neighborhood you want to go to. They often like to take people to areas where they can immediately pick up another fare so, if you're going somewhere like East New York, they might make a stink because that's a bad (black) neighborhood where they'll probably be afraid to pick anyone up. To them, it's a waste of time. It's more of a late night problem and they'll refuse rides to anyone, not just black people, if they don't 'feel' like driving to a certain place.
If you don't want to fight with them, get out and another cab will take you where you want to go.

No. NYC have so many nationalities there, they don't care what color you are, just as long as they get paid. But, it's a lot easier to get a cab from the hotel, any hotel.

NYC is mostly minorites. In fact, White men are most likely to get treated worse in NYC then black women are.

i wouldn't think race would have anything to do with it unless the cab driver is prejudice...its NYC...may have to get a bicycle
