If this is for yourself, then just go to https://www.annualcreditreport.com/cra/index.jsp per new law, all credit bureaus have to provide you with a free copy of a credit report once a year. On this site you can get reports from all 3 major credit bureaus or just any one of them. They only provide the credit report, but not the score, the score is available for a small fee.
If you want to check someone else's credit report, you must obtain their permission to check their credit report. I am not sure for what purposes you need this, but for example I use http://www.tenantverification.com/ you will have to go through simple sign up process. They want to verify that you are a landlord, not just someone snooping around peoples records.
On the other hand if you do not have permission or a good reason to check one's records, you better don't, since you may get in trouble for that. Anyway, this should give you enough information to get started.

It's a great idea to check this often. It gets your credit report from all 3 big credit reporting companies. My wife had her identity stolen a couple of years ago and it was terrible. The faster you catch something the better, of course.

GO TO ONR OF THOSE SITES AND GET A FREE REPORT,IT GIVES YOU ONE FROM EACH OF THE OTHERS.I USED IT THERE ALL CONNECTED,THERE THE ONLY ONES IN THE STATES,AND YOULL GET A TRUE REPORT FROM THEM.sOME OTHERS SAY FREE BUT WANT YOU TO JOIN THERE MONTHLY PROGRAM.
