A more correct statement however is that a smaller person will take less alcohol to achieve the same level of intoxication as a person of larger size.
This is in regards to strictly Blood Alcohol Content.

Although, a small person who drinks alot will be better at functioning while intoxicated than a large person whom has never drunk before.

This doesn't have anything to do with Blood Alcohol Content, which remains the same always, it has to do with the ability to function normally while intoxicated.

Yes....because they have less body/muscle mass and their bodies will have to deal with any alcohol consumed in a more concentrated form.

yes definately because the alcohol can spread around the body quicker and less alchol is needed because there is less matter to dehydrate
