Blackman is an African American dressed in some dumb "whitey" outfit.

And your point being what? This one went over my head I'm thinking maybe because it was corny? Ok so if Batman can go to town without Robin, why can't a Blackman? Because if you're writing that blackmen can't go into certain neighborhoods without backup then that also applies to whitemen sweetie. There is no way that white men can go into certain neighborhoods unless they're the police! But that also applies to the white neighborhoods too, Black cops can go into white neighborhoods if need be. So did I finally get it? Is that what you were speaking about? Damn some people on this site don't have a clue and won't buy a vowel!
