tell her if she picks up your cat again then you will go tell her parents or tell her i will make the cat jump on you and scratch you

Kids this age respond better to positive rather than negative language. So try saying things like "Kitty likes to walk, just like you" or "Put kitty down so we can see how fast he can run!" Also show the three year old how to properly play with the cat. Most kids this age will get a big kick out of a cat chasing a piece of string they're holding.

you have to make the 3 year old to somthing the cat hates so much when that happens and the 3 year old does it again the cat run away ar hiss alot and the three year old will neva pick up da kitty again

Tell him to stop. How else? Its been a while since my kids were three, but I think they know not to do something when you tell them something at that age. If you won't spank your kid or roughly verbally discourage him from picking up your cat, then maybe you could put something stinky on your cat that the kid didn't like, like strong perfume or something, i dunno.
If your cat isn't declawed, it could be dangerous for junior to be picking him up all the time. And even if he is declawed, you need to teach your kid to respect animals, so give him a spanking.
If the cats is declawed and doesn't object to being picked up or held, whats the big deal
If the kid isn't your own, tell his parents he hurt your cat, or, you are afraid your cat will hurt him or something.

When the cat doesn't want picked up he/she will hide! There isn't really much to worry about my 2 yr old plays with our kitten all the time.

Just simply explain to him the reasons he shouldn't pick up the cat and tell him don't.

Let nature take its course. If the cat isn't in any pain, whats the problem? The first time the cat gets hurt, he will let the kid know.
Sometimes kids need to learn th hard way, telling them isn't enough.

Well tell its parents and they will get on to it then you will have to tell it "NO!"so they will stop.;)
