There is NO WAY to know whether a new artists work will appreciate in value. All you can do is buy what you like. Never buy for investment, always buy because you respond to the work. That way, if nothing happens for that artist, career-wise, you still have an artwork you love.
P.S. If you're looking to buy contemporary art. 150-250 pounds will not get you much.
