You've got to clarify.

Distance/range.
Target or hunting
Velocity vs. energy
Too many factors.

Some of the best rifles are Remington, Browning, & Weatherby from the major manufacturers.

Flatter, faster loads like .25-06, .243, & .270 are generally the more accurate deer loads.

Well, that's a complex question.

For precision bench rest target shooting....6mm PCC and the rifle is custom made and costs thousands.

For North American game hunting....could be more than half a dozen calibres but the common ones are .30-06. .308 and the .270s, .243s, etc.

Best Rifle makers? This is where real arguments start...my list:

Mauser, SIG, Weatherby, Remington, Ruger.......even Marlins and Savage make some respectable products. there are quite a few European makers that make fine products.

It's not the rifle so much as the load and the shooter! I have seen bad shooters with very, very expensive rifles and some real crackshots who can hit any target at any range with a old junker rifle.

Most police sniper teams use a bolt action .308. The inherent accuracy of the .308 is the reason for this. I have 5 rifles chambered in .308, a Remington 700, Remington 7400, Century Arms, Polytech M-14, and a Ruger 77. They all shoot groups of less than 1" at 100 yards except for the Polytech which shoots 1 1/2 inch groups.
I would recommend the Ruger 77 for you and get it in stainless steel with a synthetic stock. I reload my own bullets, and in my Ruger I use 150 grain Hornady soft point boat tail bullets ( number 3033), Accurate 2015 powder, and Remington 9 1/2 M primers. Killed a deer 2 weeks ago with this bullet.

A bolt action rifle probably .17 - .30 is gonna be pretty accurate but military snipers do use .50 rifles so its a hard one to choose. I think a bigger issue is the shooter. You can have a great firearm that is very accurate but if your a lousy shot the best equipment is not gonna be accurate.

With that said I find a mauser action chambered in a 8mm (mauser) or .30 -06 to be pretty accurate. although the .243 winchester model 88 we have is pretty accurate.

Hope that helps

The best way to get a accurate rifle is to have it custom made.

Last I checked at reasonable ranges the 6mm ppc is considered the most accurate. When you get into super accuracy you have to have your gun built. I don't know who the best is, but If you go to a benchrest club they can tell you a local guy who can blueprint and build a real tack-driver. Of course once you get into the 1000 yard range you have got to go 50 bmg

generally the lower the caliber the more accurate over longer distances. Benelli, Winchester and Smith and Wesson are all reliable brands.
