There are a number of options here. Since she is a puppy, you could try to crate train her. You need to stick to a very rigid schedule of taking her outside to do her business. Her bladder is still small and she probably has to go out often. Every hour or so until she starts to get older and her organs grow. I found that a possitive reinforcement technique worked for my puppies. Praise, reward and make a huge fuss at the "good puppy" going outside, and be upset at the spot, not the dog, when she makes a mistake. Most dogs just want to make their "human" happy. And once she learns that going outside makes you happy, and going in the house makes you sad, upset, she will soon "get it". She is a puppy and needs to learn. Newspapers and pee-pee pads didn't work for me and my dog did the same thing and ignored them.
If she is going in your house, you need to clean it thoroughly. Use an enzyme cleaner, I used Nature's Miracle and it worked great. But you need to get the scent completely out, and a number of applications may be needed. If she has been using a rug, you have to get the scent out of the rug, padding and floor. You didn't say what kind or what size your dog is. For smaller dogs, there are "prissy pants" that you can put on her to protect your floors, rugs etc. They are like a cloth diaper you put a disposable pad in. So if she goes in the house, it goes in the diaper, not your floor, rug, furniture etc. If they are wet when you take them off, make an upset fuss at the pad, you are disapointed at what she did, and throw it out. I would take my dogs off and throw it outside firmly stating OUTSIDE. She is young and she will learn what makes you happy and what upsets you..and all she really wants is to make you happy, and she will learn. Give her time...much like potty training a baby...time and patience.

Good luck
