I actually have applied ice, and at times a steak. I know this sounds gross, but there is something in the meat that makes the swollen area disappear quicker, and it also works for the eyes as well.
Or another quick way if you have a bag of frozen vegatables place it over the lip, and the swell should go down.

Depending on what caused the swelling. Infection, trauma ? if is infection then see your Doc. if its trauma then ICE and motrin will do it
