A friend wants to visit me in the UK, but to book the tickets form there country seems to be so much more expensive than booking the same flights from here, can i book and pay for tickets from the UK

Yes, you can...

1) Where I work has booked tickets in the UK to get overseas visitors to visit us...

2) I have booked tickets in the UK to get a relative from Germany then back...

As far as I know, you have to purchase the ticket in the country that they're traveling from.

You might want to contact Flight Centre in London, phone # 0860 400 777, they have offices all over the world including the US. They might be able to contact the US office and work something out for you...

Yes you can. The airline industry was deregulated several years so that you can buy tickets in a country that you are travelling from. Effectively, you can buy tickets in country A to travel from country B to country C. It is just a matter for the airline to accept your business.

Yes flythomascook, thomsonfly, globespan & first choice all let you book online from non uk airports to uk. Thomson only let you book one way whilst flythomascook allows you to book return journey. Not all airlines allow you to book from non ukl airports. I have booked my boyfriends flights to uk due to overseas prices so thats how I know
