We can't; we're pretty much limited to the one planet right now (the rest of the solar system is dead), and we're doing a great job of killing it. How do you propose to affect galaxies millions of light years away? Why would you want to?

Let me fill you in on a little info not many people know about. Well right after the atomic bombs were unleashed on Japan our planet was visited by creatures from out in the universe. They visited all the major powers at that time and told them not to ---- around with those bombs because it will not only effect our planet but it could potentially cause the rest of our universe to create a reaction where it would not stop, and destoy everything we know. Everything. Stop Iran, North Korea at all costs.

There's nothing we can do directly because we are insignificant little specks on a tiny planet in the middle of nowhere. But if we wait the universe will cool until every last star is burned out and is a cold pile of ash. Give it fifty billion years and that should do it.
