This is a very difficult question because there are many types of intelligence as there are dogs. Personally I've had many different types of dogs and the smartest of them in order of intelligence would be Border Collie, Mixed Breed, Miniature Pincher and White German Shepherd. I have also had two other dogs that either played dumb or really were dumb, but I love them all the same.

I started looking up Spanish Water Dogs a little while ago... apparently they are extremely intelligent ...they can distinguish between different colours... e.g tell them to pick up the blue ball instead of the red and apparently they can do it (as long as they've been taught)... not sure if this is true of other breeds as well though and I also found that they are obsessed with moving water... so you need to keep an eye on your drinks and your garden pond if you have one!
Contrary to popular opinion my own dogs (Chihuhuas) are pretty dippy!!! They are starting to pick up a few training techniques but are in no way the most intelligent dogs I've ever come across... admittedly I got them when they were already older so less likely to learn... they're quite sweet though.

Intelligence rated by the criteria of trainability to understand & follow many different commands: Border Collie. But most people can't deal with this very active, very 'tell me what to do!', has to be kept busy breed. If YOU don't give them jobs to keep them busy, they will invent their own you won't like!
Boxers are rated mid-range based on that criteria, but Boxers are so in tune with their owners they are great companions in everyday life. They posess an intelligence in that sense a Border Collie can't touch. I wouldn't want any other breed & couldn't deal with a Border Collie.

Having kept German Shepherds for 30 odd years and having worked with them also,I know them to be intelligent, but a year ago we adopted a Border Collie and he is by far THE most intelligent dog we have owned!

the poodle is one of the most intelligent breeds which is why they are used in circuses etc. They have one of the largest brain cavities of all breeds. I speak as someone who now has border collies but used to breed and show standard poodles. The poodles are much smarter than even collies which are very clever indeed.

All breeds of Dogs are Intelligent, It comes down to what you want in your dog. Even Mongrel's, they can be the most intelligent of breeds.
