It's a hangover (pun intended) from the prohibition years, when a limit on the alcohol content of beers was imposed (not all booze was banned).
But there are some wonderful microbreweries over there making ales & stouts that aren't made in the UK any more.
The US is probably the only place where you can find a proper, full strength IPA!

American beer, king of beers,you can get some of the worlds best beer's that are made in USA most are like cold filtered h2o, but if you can drink Lot's of them and feel no buzz you may need to slack off for a-while. ;)
