Is this a good Police scanner?

I'm looking at buying a Kenwood th-g71a scanner and was wondering if it is a good brand and model

Not sure what countries still have unencrypted police radios. My guess is that the scanner won't decode police comms.

Tho I have no experience with that scanner model, Kenwood is generally a very high quality brand.
