If you are inquiring about tuning pianos by ear, I would recommend you study ear training and piano mechanics before doing any tuning jobs. However there is a tuner which exists called an oscilloscope and it tunes the pitch based on a rotating spindle which contains different strobes. Peterson makes a very good model and they are the most accurate tuner on the market. I teach guitar at a piano store/music school and I've done some deliveries with the owner on apartment size pianos along with tunings. He uses one of these and the sound afterwards is impeccable. Check eBay for deals.

If you don't have a good ear all you need is a laptop computer with microphone and software. Getting the piano to STAY in tune is a lot harder than just pulling the strings up to tension. You need a strong arm, patience and lots of practice 'setting' the strings. Also, you'll need miscellaneous tools and materials to make minor repairs. Most people expect the tuner to make pedal adjustments, figure out why some keys don't work, etc.
