My cousin always want to enjoy He doesn't want to go to school, He always stops, and cut classes, What should his parents do? Do you think who is responsible for this and Why?

If my kid was always cutting school I would stop whatever I was doing and take him to school myself and get permission from the school to got to all classes with him until he straightened up. It's the parents fault, they have to instill the joy of learning into their kids or instill the fear of parental punishment if they even thought about skipping. Many states the parents are jailed for truancy with their children.

I think this is all down to his parents, they need to find out what the problem is with him. Definitley have a good talk to him about it, he may be getting bullied or even somthing else may be worrying him about school. If he just thinks its cool to truant then his parents need to be stricter with him by laying down some ground rules.
If he continues doing it they should ground him for a few weeks or even take somthing that he enjoys playing with (PS2, XBOX etc) of him. This will sure make him think about what he is doing wrong.

I have read ur problem and my advice is that ur cousins parents should talk to their child and ask him about what type of enjoyment he wants and try to fulfill his desire and they should also talk to his teachers and request them to keep an eye on him in their class and should keep in touch with their child's teachers.

parents or other influences such as tv,friends,etc....his parents should have a 1 on 1 time w/ him...get into his head...

its his life , however if i was you i would stay away from him and let him do his thing , because he might blame it all on you
