The federal government. If the FG would enforce work site inspections VIGOROUSLY it would keep the slave drivers (employers) from hiring illegal aliens. If illegal aliens can't get jobs they won't come.
P.S. every time W and the other politicians say "amnesty" the problem gets worse. Any guest worker program needs to be tied to an "apply in the country of your citizenship" not a "well your here so we'll legalize you".
ILLEGAL = ILLEGAL, which means in violation of the law = CRIMINAL. Whether you cross ILLEGAL or hire ILLEGAL = CRIMINAL.

The illegal alien employer should take the major blame. This are the people who engages Agents to recruit the workers and promises them an employment pass but actually employ them as illegal to defray the cost of paying the goverment certain levy like in Singapore.
This poor workers came all the way. borrowing money to pay the agents but were conned. They do not have much of a choice as money owed to morgage their house or land are not paid, they could not return to their country. Thus remained as an illegal alien.

both. with out jobs the workers won't come, without workers the employers will have to pay a decent wage.

They are both the problem, we need to eliminate illegal immigration and severely punish employers. Yank our the welcome mat, send these criminals packing.
