If you are getting your hair straightened, you need to do the perm first and cut it once it's straight. When I work on African American hair I always do the perm(straightener) first, dry it smooth, then cut off any dead or uneven ends. If I'm doing Caucasian hair the process is very different but most of my curly haired clients prefer dry cuts while my straight haired clients prefer wet cuts. I'm taking the time to explain this so you'll now why you're getting so many different answers. I think some people didn't see the part about you being African American in your question and I'm very sure they don't know that a perm is a straightener. If they don't know either one of those points, they can't answer your question accurately. In any case, do the perm first, then have your hair cut dry.

I prefer mine to be dry.
I HATE having it cut wet because it can change as it dries. If its already dry, I can tell exactly how it's going to look.

African American hair best when its cut dry. Same with really curly hair. My MIL has extremely curly hair, and I always cut it dry. You can see how the hair lays and how it will curl. Curly hair also really shrinks when its dry, so if you cut it wet, alot more could be taken than you actually want. I cut Caucasian hair dry and wet too. Sometimes you can see the way it will lay better when it is dry....

I would probebly say Wet.It makes it easier to cut.Its also Not as frizzy to half to cut when its wet so that helps make sure it is an evan and clean cut.Now if you are getting a perm I would suggest Getting it done professionally.Especially if youre looks are a really big part of the overall you.

with a dry cut u see the results right away but i heard that it causes split ends. i wouldnt recommend cutting it before the perm though, as im sure u werent planning on doing. it depend on if its a trim or a cut. if its a trim then u dont have much to worry about but if youre getting it cut into a style u might want to see the end result while shes doing it

its best to cut both ways-
i mean, get bit of water on your hair
so when the hairdresser cut, hair not flowing anywhere
and dry shown the real length of the hair
because when wet, ur hair tends to shrink-
sorry, i;m not good in explaining these stuff in good words

You should cut your hair when it is wet, but do not cut too short b/c when your hair is wet, it stretch out longer than you see, that's why some people hate their hair style after cut it b/c it is shorter than they expect :)

Well it depends on a few things. One of them is, if you are simply getting a trim it can be wet or dry, it is just easier for the stylist when it is wet. Second, if you are getting layers or such, you should cut when it is wet for precision. hope i helped :)

wet makes it straighter so its easier, but you have to be careful because when your hair is wet it has lost all its elasticity. I personally do it when its wet becuase when its dry my hair gets wavy and uneven. If your hair is naturally straight then go for it dry, if not, wet.

u should cut it when it iz wet bcuz it will have its full length and it wont b like dry crunched up or anything like that when it iz dry so i would say wet cuz u could really c were it hangs and everything hope that helps xoxoxoxoxo
