Realistically - I would advise you NOT TO GO INTO THE CITY.

You will not get out of the airport until at least an hour after you landed. You will also have to check through immigration to enter the country (and what are you going to do with the luggage that will come off your plane?). Then find a taxi to get to the city in the day's traffic as well as putting up with the heat. Do some shopping in super quick time. Next, find a taxi to get back to the airport in time and then CHECK IN for your connecting flight - which can take quite a long time queueing up at the check-in desk (while carrying all the shopping)

It might be possible to do all that and be on time for but I doubted. You will also be already tired from your flight . Do you really want to put your sanity through all that?

Stay at the airport. Relax a bit. Get some food. Get a massage. Then do some duty free shopping at yoru leisure. Enjoy the new airport and what it has to offer. You will then have plenty of time to check in early and avoid the frustration.

I agree with the previous answers, MBK amd Siam Square are good places to shop, and for the most part, cheap. From MBK you're not far from the Platinum Mall(similar to MBK), and the Pratunam area, where along Ratchaprarop Rd.,there are many street vendors selling inexpensive knock-offs. But I just wanted to warn you, Bangkok traffic is a consistent nightmare! If your flight arrives at 12:00, you probably won't get out of the airport until about !:00 and you should arrive back by 7:00-7:30 at the latest. To get to the MBK area, figure about an hour or so in the early afternoon. Heading back to the airport could easily take two hours (or more) at that time of day. Basically what I'm trying to say is, be very careful about your time in going back to the airport,
I live in Bangkok, and just to go a few miles or so, by taxi, can easily take an hour, and this is the norm, not the exception. Just leave youself plenty of time to go back, good luck!

Since Thailand has the new airport with better traffics, you will have around 5 hours free, excluding all time you would like to spend in the airport. You can go to some near shopping malls

- "The mall Bangkapi" and the "Tawanna market" which you can buy cheap electronics and very cheap pirated DVD (30min from airport)
- If you look for some cheap cloths, go to "Platinum" - the shopping complex with very very cheap cloths which sell in lots (3pieces or more) (50-60mins from airport) Located in very bad traffice area.
- The very best place to buy the cheap electronics for Thai people is "Pantip" which is located near platinum.
- The new luxuary shopping center which is located in center of Bangkok - "Siam Paragon". You can find everything here with affordable price or some brand with unreasonable price.
- "Siam square" - opposited to Siam paragon. The center for Thai teenageer. You can find teenager cloths here.

Or if you are not shopaholic type, I recommend you to enjoy spa time at the nearest hotel. You can relax after your long flight with the reasonable price and great service that is hard to find in anywhere else in the world.

I urge you stay inside the airport because, the traffic from airport to the city is very far and you may or may not make it on time for the airport. The taxi will charge you more for the gas so watch out. I urge you stick around the new airport and check in a hotel Nova tel and it is very very nice.

A taxi will cost you around US$10 each way. Add this to your cheap shopping prices.

Depending on what kind of shopping you are looking for:

1. Clothing. Platinum Fashion Mall in Pratunam area. It's a huge modern mall with all kinds of clothing stores. Hundreds of shops in one place. Some examples: http://www.bangkokshoppingcenter.com/image/tid/2

2. Everything else. MBK. Central World.

You can consider taking the free sightseeing tours from the airport to the city and see what is along the way. Make enquiry at the Information booth in the airport.

Going to those places is fine but keep in mind you will have to pay a taxi to BKK and back to the airport plus your purchases will need to be security screened. Enjoy your trip and have fun. Why not lay over a couple of days and enjoy Thailand?

land at 12, spend at least 1hr (imigrasion, luggage, etc) to go out of airport.... spend another 0.5hrs to city. and assuming you need similar time to get back, that leave you with less than 5-6hrs. note of traffic jam onthe way back to aiport..
i guess with such a short time, visit MBK and siam square will do
