A schedule is essential to the well-being of your child. Generally they are reluctant to go to bed because Mom and Dad are still awake and they are afraid they may "miss something". Bottom line is you have to be the parent, set a schedule for them and stick to it. If they say they aren't tired yet, let them lie in bed and read a book, or if a young child look at a book with a lot of pictures. Tell them they must be in bed by 8:30 if they are not sleepy, then lay quietly and rest. Eventually with a lot of persistence, they will go to be with no problems. Just remember if your child is used to staying up late, they are going to be very resistant at first... so stand firm.

Get them up early, and tire them out.
lots of playing outside in the afternoon, and a bath after dinner.
Keep the lights dim and the tv off for at least an hour before bedtime so that it feels later and it will be easier to put your child to sleep.
If the house is brightly lit and there are stimulating things like noise and tv it is very hard for them to relax and settle.

put them to bed with the threat of death if they get up LOL
seriously. Tire them out as much as you can then put them to bed. Or try moving there bedtime back 10 minutes every week till you are at the time you want

make it feel like the children are going to bed for something good, instead of a punishment. tell them that getting so many hours of sleep helps them feel good in the morning. read them stories.
for a more realistic way...
my parents used to make me and my brother do laps around our kitchen until we gave up and passed out on the floor, then they moved us to our beds.
