I don't know too much about Special Forces outside of the US, but the SAS always comes up. In the US, Delta Force and SEAL Team 6 are by far the best.

Best Trained - British SAS and US Delta Forces
Best Operators - Israeli SF because when they go, they go without political restrictions, the gloves off, and liscenses to kill (yes, just like James Bond). They get the job done.
Most Experienced - US Delta, US Navy Seals, and US Special Forces (lots of deployments to Afghanistan and Iraq over the last 4 years - I know I worked with some in both countries).

Hard to tell; my top fove list is:

1) US Spec Ops Comm Det. D (DELTA Force)
2) US Navy SEALs
3) British SAS
4) Polish GROM
5) Israeli Special Forces

I live near USSOCOM HQ and I've met a few DELTA Operators while I was in Iraq; they are quiet professionals, definitely not they type you see on TV.

navy SEALS, in my opinion, are the most elite of any of the special forces, you can't beat them, nothing against any other special force unit, but i'm definitely partial to the SEALS, even when i was a civilian and had no intentions at that time to join the miltary, i still felt the SEALS were the best of the best, but that's just my opinion

Who ever has the right to call themselves a "Special Operator" is the best trained. The grueling and agronizing pain they have to deal with in training is rights just enough to call oneself the best.
