Pretty much anything that gets your heartrate up counts as exercise. To lose weight you need to work consistently over a stretch of time. The longer you work and the higher the intensity, the more calories you will burn. But the trick is to find something you really like and does not seem like a 'work-out'. Most folks also want to do this in as short amount of time as possible. The trick is to use the big muscles (your butt, thighs, shoulders and chest). Here are some possibilities:
1) As everyone above mentioned, swimming is great!
2) What sports to you like? Have you tried racquet ball? Great winter sport, intense bursts of activity and some rest periods make it a great and well-tolerated calorie burner.
3) Jump-rope - if you keep your knees pumping you get a tremendous workout
4) Climb stairs - not just as a workout, but throughout the day. If you work in a 10 floor building, go all the way to the top before you get to work, in the middle of the morning, before lunch and in the middle of the afternoon. not only will you strengthen your butt and thighs, butgetting your pulse up really wakes you up during the course of the day.
5) Walking vigorously (enough to get out of breath) for 30 minutes 4-5 times a week.
6) Circuit training with weights is a really nice workout that you can do in a variety of ways.
Remember the recommendations to MAINTAIN your level of fitness include 20 minutes of exercise (50% of your max heartrate) 3 times a week. To get more fit use a few more minutes a few more times a week. Good luck and stay hydrated!

Basically any muscle you build is all relative around your stomach area in regards to burning fat in that location, or any location as a matter of fact. You can never target an area and loose fat there. It is determined by your genetics so technically would require gene alteration to work. :-) The best way to loose fat the quickest in my opinion is through treadmill/running work whilst incorperating interval training. Basically if you are on a treadmill, increase your speed for various distances, say 200 meters to a fast run and then decrease to a brisk walk for the same distance. This ensures your body will not stabalise your metabolic rate (the rate at which your metabolism burns energy) and will keep it as high as possible. Hope that helps! Also, no amount of exercise unless you train multiple times a day will result in a flat stomach unless you have incredible genetics if you eat foods that are highly processed, high in sugar and saturated fats!

Swimming and not much else.
Swimming is nice because it's super low impact and it works all the muscles of the body.
If you want to burn fast, I'd go for running but swimming is a great alternative.

Do some weightlifting. It burns calories while building muscles and the more muscle mass you have the more calories you burn during the day.

Treadmill. Or one of those mini stair-steppers (around $60.00).
Swimming is also an excellent calorie burner.
