Actually you are close. I looked up the original Hebrew text, and it is completely different than the 1611 English Translation (The King James Bible)
It starts off " The first great chiefton of the land" - or words to that effect.
Of course it was an idiomatic expression for something like: "In the beginning of our Tribes History"
