They might just be growing more slowly, because they might be in the ending stages. However, your breasts don't fully develop until after pregnancy.

I don't think your breast hurt from growing. If your breast are sore it could be because of menstruation, pregnancy, or lactation. I've never experienced sore breasts from growth though. But then again, I'm not a doctor. Besides, breast can fluctuate in size through out your life. Pregnancy and lactation will cause them to increase in size where as weight loss will cause breast to decrease. Breast are made up of fat and tissue mostly.
