There are many ways, depending on the tape type and your computer
Digital camcorder (DV). Many PCs have DV input ports (also called i.Link or 1394). This will provide the best quality.
Analog camcorder/VCR. You can buy a USB-based video recorder/dongle that captures analog video and translates it into MPEG.
Finally, check if your PC has a video capture card. After you capture the video you can use s/w MPEG encoders or video editing tools to create DVDs or plain MPEG or avi files.

one way is to buy a internal or external tuner,about $45 and up.then you can also view your cable,sat.,etc,on the screen at the same time as you compute,like p.i.p.
i use a pinnacle pctv-usb. the other connects are much like video to tv. the pinnacle came with record programs,so now i can record from any format onto the hard drive,or to dvd.

you need an analog-to-digital converter - usb type or pci card type (either one comes with video editing software); or you can transfer/burn your video tapes using a stand-alone dvd recorder; next: copy your videos-on-dvd to your computer, then edit them with any video editing software you have. most windows xp pcs come with Windows Movie Maker which is very easy to use.
