What measures can a country take to protect its citizens suffering abroad, like those falling victims of crime killings, unlawful maltreatment, prejudice, discriminations and racism?

Countries have embassies abroad to represent them in courts and law enforcement agencies to protect their rights.

Establish a bilateral agreement with the host country that has provisions for monitoring of aliens or non-residents through adequate records and system of reporting human rights violations.

The people will have to come home if they want the rights they get in the USA. If not they have to deal with that country.
