I would say probably yes. The reciever is showing rated output at 8 ohm but could probably handle 4 ohm for a good bit. Just don't use it at say past half of the total volume for long periods.

Depends on how long you want the Pioneer receiver to last. You will definitely shorten its life using 4 ohm speakers compared to 8 ohm speakers.
Pioneer receivers typically are built well (for the money) and have a long life if taken care of. This is a difficult question to answer since you may get lucky and never have a problem. On the other hand, you may find yourself shopping for a better quality receiver sooner than you hope to.
Personally, I would run the speakers with the receiver.

look on the back of the receiver where the speakers plug in it will tell you what configuration to use almost all receivers go from 2 ohms to 8 and in some cases 12 ohms

It shouldn't hurt the speeker, I'd be afraid of what might happen to the reciever! Just put a 4 OHM resistor in the circut...
