While it is a form of communication, I don't think it would count as a language.

Sign language usually does though!

Now that guy that says no is sort of right, but for me visual art is still a language.

No.

Language has several features that are missing from visual art.

1) Language is discrete, that is, it is composed of individual elements which each have specific meanings and can be combined in a nearly infinite number of combinations with the same meaning.

2) Language is rule-governed and linear, that is, discrete units are placed in specific orders based upon the rules of the language in order for the meaning to be conveyed to every other speaker of that language in the same way every time.

3) Linguistic units are composed of smaller units which are themselves composed of smaller units which are themselves composed of smaller units.

4) Language has the capability to increase its vocabulary as needed using well-established processes based on existing vocabulary--either from its own resources or borrowing resources from another language.

5) Language can be used to talk about itself and to teach itself to others--both to children and to non-native speakers

In a sense, it is. It is a form of communication, created by a intellectual being, that does express thoughts, inspirations, and other meanings.
