That is slightly tough. You have to do it the hard way by approaching them and talking to them. If they respond well, then you are good to go. If they are curt or abrupt, evaluate how you are approaching them and next time, talk in a carefree manner. Do not get nervous and talk to them as they can sense it. Be free. They are just humans, after all!

If she really feels that you should talk to her ,then she would make the first move by simply askin a silly question,like which bus or route goes to ....? ,this is in case if she has not interacted with you before.but many times eyes do tell ?

Body language says alot. Does she glance up and look in your direction? Does she seem to giggle with g/f's when you walk by.... (that's usually a good thing) The truth is you never really know unless you just do it.
