JPG files can be easily editied in many programs, but I don't think that is what you are asking.

PSD files contain a lot more information than a JPG, so you can edit different parts of a PSD files, such as text, layers, photos and added drawing elements. But once it is saved a JPG all the different elements are combined.

Because this means you loose the extra information you can't seperate out it when you convert a JPG back to a PSD.

The main program to edit PSDs is Photoshop. Depeding on the picture you might be able to extract and divide the different elemenets.

PSD is a photoshop file.

Open the Jpeg in photoshop and save it as a PSD.

Also, PS can edit jpegs directly...

Here's another trick!
Right click the icon of your jpeg file to find the options.
Go to OPEN WITH..
Then CHOOSE PROGRAM...
Select the Adobe Photoshop
And be sure to check the checkbox: "Always use the selected program to open this kind of file"

Then OK.

Note that everytime you open the file, it would directly be sent to Adobe Photoshop.
