As a club builder, I can tell you that the answer is, "Yes, but..."
Yes, it's pretty easy to cut shafts to length, but doing so changes the characteristic of the shaft, especially affecting the kick point.
The best option is to have the clubs fitted to your size and swing speed before they are built. It's best to start with properly sized clubs instead of trying to correct them after the purchase.

Get a set fitted to you. If you cut down the shafts, the lie angles will be all wrong. Meaning the heel would be resting on the ground, instead of the club laying flat. If you use clubs like these, the result would be a hook every time.

Bottom lone Dont buy any graphite clubs untill you can take the time to get them professionally fitted to your self and your ability. as it will cost you money trying to fix the clubs to suit yourself and be prepared to take a little time to get the right gear. Warning there are a lot of people out there wanting to sell.

Yes I think so Graphite in drivers and irons are usually one inch longer than standard. You may want to cut them down to standard I dont recommend it because they will become stiffer and less effective. My true recommendation is one inch over standard lightweight steel shafts try those and play around with the flex regular is the best if you like the club to do the work.

A professional could trim them down a little but not too much.
Gotta have the correct equip. or they can crack or get scratched.
Scratches can cause cracks or fractures
