As already stated, I think you may mean mpeg video format. Jpeg is a still image format.
Another possibly useful program may be Jahshaka.
It's an open-source (free) digital video editing program.
I don't have specific experience with it but would guess that you could probably save a frame as jpeg.
I know there are other tools to save mpeg/avi frames to jpeg on linux, just can't recall off the top of my head their names.

Why would you want to turn a video into a JPEG (picture format)? Or do you mean MPEG, which is another video format?
