I would suggest seeking a physical therapist. My grandmother is currently in a wheel chair but it is short term. They have her do heel and toe lifts against the floor. Also she lifts her legs straight up as far as she can, She lays on her back, knees lifted and presses her feet against the palm of your hand as hard a possible. They do each exercise with 10-12 reps 2-3 times daily. For the upper body using the wheel chair is enough provided she uses her strength to transport herself around rather than buttons. If she does you may want to start with 1 or 2lb arm weights do various arm exercises.

Check with any senior services in your community. I know there is at least one tape of exercises that can be done from a chair. Below are the results of a search on "chair exercises". One of them might work.

There is a book on Tai Chi that is special for people in a chair. I noticed that eBay also has people selling Tai Chi Sit to Get Fit videos ... this is the URL for one of them. It runs around $7.99 starting bid.
